Guatemala: Indigenous leaders allege interference in Xinka Consultation related to Escobal Mine; Pan American Silver responds

The Xinka Parliament has accused Pan American Silver and the municipal government of San Rafael las Flores of attempting to obstruct the court-mandated consultation process regarding the Escobal silver mine in Guatemala. The mine, originally opened without the Xinka People’s consent in 2014, was suspended in 2017 after a court recognized violations of their rights. Despite acknowledging that the Guatemalan Ministry of Energy and Mines is responsible for leading the consultation, indigenous leaders allege Pan American Silver has engaged in misleading activities, such as falsely presenting site visits as part of the official process, and withholding key environmental reports. In response, the Xinka Parliament has urged the company to cease social outreach activities that undermine the consultation’s integrity.
